He posed 50 questions, scrutinizing the state's efforts to control costs and prevent fraud. Oz believes that New York's Medicaid program is plagued by waste, fraud, and abuse, and he's determined to get to the bottom of it.

"I'm requesting detailed information to ensure public trust and protect beneficiaries," Oz stated. And the numbers he presented are indeed concerning. New York's average spending on each Medicaid beneficiary is a whopping $12,528, which is 36% higher than the national average. But here's where it gets controversial: New York's average Medicaid spending per resident is nearly 80% higher than the national average.

"These elevated costs are a result of various factors," Oz explained. "More New Yorkers are enrolled in Medicaid, potential fraud is a concern, and the state's benefit structures and provider payment levels are excessive compared to other states." With over 6.8 million New Yorkers currently covered by Medicaid, that's a significant portion of the state's population.

And this is the part most people miss: Oz highlighted the increase in workers serving elderly New Yorkers in home care, adult day care, and personal care programs as a leading driver of Medicaid's growth. He also pointed to criminal fraud cases, like the $68 million scam in Brooklyn, where healthcare kickbacks were paid for services never provided. Another case involved arrested defendants in a home health aide fraud scheme.

The Post's recent investigations also uncovered alleged losses of millions of taxpayer dollars through the Consumer Directed Personal Assistance Program and the duplication of services in Social Adult Day Care centers.

"These cases expose vulnerabilities in New York's Medicaid program and home-based service delivery system," Oz said. He also expressed concern about the increase in spending on non-medical transportation services and the potential for "coordinated fraud" involving transportation to adult day care sessions that never occurred.

Additionally, Oz noted high spending on mental health and psychotherapy services.

But here's the twist: Gov. Hochul's administration defended its efforts to curb waste and fraud, including reforms to the Consumer Directed Personal Assistance Program. They claimed that these reforms saved over $2 billion for taxpayers while protecting home care services.

"New York will continue to work with the federal government to identify bad actors," the governor's office stated. However, they also accused Republicans of trying to cut health care services funded by Medicaid, stating, "The real goal is to eliminate programs that support our most vulnerable."
